Bought a 99 fzs 6 shock for the bike went to fit it and discovered two inches to short. would dog bones drop it the two inches and fix the Prob

No, to raise the bike the dogbones have to get shorter. Get too short and the linkage arm (aluminum piece dogbones and shock bolt to) will be at it's limit of travel.
That shock is completely unsuitable for application on the FZR.
Sorry, you will need to try another...there are documented suitable donor bike shocks...
