This is Bad ass .. must be a bitch to register and make legal.. "Mopeds" are street leagl in NJ so it's easy to pick up a moped and title fairly cheap as a donor.. I would change the controls and add a front break

I would definitely want some front brakes and a throttle control. None of this controlling it like a weed wacker.
