My bad. I just checked, it was oil not fuel.

I dont think bad IC's would cause that. he wouldnt even be able to turn the engine over.

The engine will still at least turn over with the help of the starter. This is what is happening in his case. Constant cranking and no spark will prevent it from firing up.

As far as the items go - in order of the service manual:
1) Main Fuse - continuity
2) Battery - sealed battery so no way to check specific gravity
3) Spark plug gap .028-.032 - gapped to .030
4) Ignition spark gap - can not start bike so can not calculate
5) Spark plug cap resistance - could not get cap off
6) Ignition coil resistance 1.8-2.2 ohms - metered at 2.0 ohms on both coils
6-1) Ignition coil resistance (2) 9.6-14.4 ohms - metered at 35. ohms on cylinder 2/3 coil
7) Main switch - continuity
8) Stop engine switch - continuity
9) Neural switch - continuity
10) Sidestand switch - continuity
11) Diode - continuity
12) Pick up coil resistance 80-120 ohms - metered at 102 ohms
Stator is brand new, kick stand is up, tried this using the starter and push starting, and I'm using choke. The bike does not crank as good with out the choke."
See number 6-1? That's a bad coil. Would not surprise me if both coils are bad. Everything else seems to check out good from what's been listed EXCEPT for that coil. My 1000 was doing the same thing and I got similar readings from the coils that came with it. I replaced the coils with a functioning set and it fired up.

then I agree with sweetster.
replace your coils. they only come in pairs, so your going to have to switch both out anyways.
maybe see if you can borrow one and hook it up to make sure that that is the problem. pretty sure it is.

Well, I went back to that list as well. This time with a set of coils from a '98 FZR. All the wiring is correct and I was able to use an Ohm meter to check numbers 5,6,and 6_1. Everything checked out OK. So I put the unit in and started checking for spark. I put an extra spark plug into the plug wire for cylinder #1 and set it against the valve cover. Hit the start button and nothing. No spark what so ever. Am I doing something wrong or are the coils F'ed? I put the arm against the cover, not the post if that matters.

your spark plug might be bad.
and I dont think your suppose to TOUCH the cover with the spark plug, hold it about 1/8 inch from it and try it.

I'm going to make this easy. I'm sending my coils, vr, and both computers I have to Mark. He's going to put them in his bike to see if they work. If they do, then it will narrow things down to the carbs.

Well, I should get the parts back from Mark (95FZR600) tomorrow. He checked everything out on his bike and all items - coils, VR, stock CDI, and V&H CDI - all work fine. So this should narrow things down to the carbs or a possible brake in the wiring somewere. I'm going to pull all the wiring out and look at every square inch with a magnifing glass to check it.
The only other thing I was unsure of is the location of the fuel pump inlet. Since I put a YZF tank on it, I mounted the fuel pump with a bracket to the right side of the frame. But the fuel inlet nipple points straight up to the sky. So there may be too much interfearance with getting fuel to the pump. Pump does work though as I pulled it out and hot wired it to move some gas from one cup to another.
Any thoughts?

Well, this is more than a little annoying now. I took the carbs apart again and re-cleaned them. I made sure I cleaned out the main air jet as well this time. Put them back on and it still won't start. This was frustrating enough that I called Huffdaddy. He is an engine builder and use to race FZR 600's and 750's back in the late 80's and early 90's. He said that if I can get the bike to him, he will look at it and should be able to figure out what is wrong within an hour. We talked about a few things, and he's got me thinking that it is the engine. Either the valve head or not enough compression. I'm going to try to take it to him and see what's what. If it is only going to be $100 then I'll fix it. If it's more then it will have to wait till I find a job.

How long did you try to start it? I'm asking because it me a good 45 minutes to get my 1000 to start up after it sat for a few weeks while I was waiting to receive my new petcock. It took just as long for it to start up the first time for me. That was also after rebuilding the carbs-granted I replaced every jet in my carbs but it still took a good while to start up. You've run any tests on your fuel pump? I've read a VW beetle (the classic style) fuel pump will work but also pretty much any 5.5-9 psi self regulating 2 wire pump should work. I don't recall you mentioning any tests on it (only that you moved it) that you've done which is why I'm suggesting it. If you've already tried most everything and it seems like you have then it probably is best have another set of eyes check it out.

Yep, I did test out the fuel pump. It seems to work fine. What I did was hook up a hose to both sides and dump one hose into a cup of fuel and the other into an empty one and hot wired it to a battery. Sucker moves gas really quick. I did find it funny that when I plugged the auxillary fuel tank up to it, the fuel was sucked into the carbs on its own through the fuel pump. Then when I turned it on, the pump primed a little more to get rid of any air bubbles. I've run through just about everything I can do on my own, so now it's time for someone else to look at it.
