I tore my carbs apart this weekend and found that I have the needles from the cali model with the stock jets for the 49 state carbs installed.My questions are as follows:
1. Is this something that is commonly done for some reason?
2.Would this combo cause an excessively rich condition between 3800-5200 rpm(it idles fine and pulls like crazy after 5200 rpm)?
Any info on this will be appreciated.

I don't know for sure but I would expect it cause a lean condition since the cali models are trying to be eco-friendly as possible. I'm guessing the exup stuff is gone? Most likely some previous owner changed the jets when the exup was removed and the bike started running crazy lean due to easier breathing. I do not believe what you have is all that uncommon on the de-cali-ed bikes.

My bike is not a cali model bike.I thought that the cali models ran a largr needle with smaller jets while th 49 state bikes us a smaller needle with larger jets.At last that is what I gathered from the clymer manual.The PO statdthat the guy she had bought the bike from had told her that he had installed a jet kit in the carbs.

One of the reasons you might be "rich" in that range is your emulsion tubes are probably getting worn.
How many miles do you have on the bike?

The bike has about 20000 on the clock, the tubes look like they have been replaced before.I am seriously thinking about just changing them again and installing a FP stage one kit at the same time.at least then I should be able to tune them better.

Are they brass or zinc plated (silver)? If they're the plated ones then they have been replaced with the FP ones and will last forever.

The emulsion tubes are one of those items that aren't adjustable. They just get larger over time and other than adjusting the needle clip position, there's not much you can do about it. However, since the emulsion tubes usually wear in an "egg-shaped" manner, changing the needle clip has a reduced affect.
