Needle Jet-Difference in CA and Non-CA??

Well, I haven't really posted on here much but I need some help. Over the winter I torn the carbs down to clean them. Put them back together, synced and set idle screw and wasn't running right. Found out my emulsion tubes are pretty worn down. So I have only found one place to get them-http://www.factorypro.com/Prod_Pages/prody02.html

Now I started looking at my needles. Realized the ones in my bike are the CA model needles and my bike is the non-CA model. Will this make a difference? How are they different? Should I get a jet kit when I replace the emulsion tubes? Any help is GREATLY appreciated. Thanks everyone.

I have a 1996 FZR 600. 14K miles.
