understandable man. 750 price does not really turn onto a 600 mile ready bike..

well now that it runs much smoother than it has all summer id says its ready, i bought it needing a clutch with 7995 miles on it, sat since 97. clutch came with it, and ive put 800 miles on it so far. i bought a 350 dollar car and drove to florida. i have faith in the brands i pick that's why i go with yamaha and honda. very reliable. i drive a turbo honda del sol with a fully stock motor to new jersey and back pretty often. paid 1900 for the car and turbo'd it for less than 400. its mostly in how you treat your vehicles too. beat the piss out of them dont expect them to last.
I highly doubt it has that low of mileage, its jus way too easy to remove the cable on the lower fork leg and use a near by rider to keep you in the speed limit, or even replace the cluster unit. New ones are all digital and almost impossible to do this. But ill keep my fingers crossed you have that low miles on it...

When I insPected it it didn't show fraud, if the miles are lower than previous inspection then it shoots a red flag, last time registered and inspected was 97 when the clutch started slipping and blew apart
