Ok do I have to take out the fuse for the headlight to get a proper reading?

No, check the VRR as it will be operated.
Measure the voltage across the battery terminals to check the VRR's output.

OK I left the headlight fuse in. Tested reved to 3000rpm and tested across battery terminals it reads 13.8. At idle its at 13.2
With the bike off the battery tests at 12.7v
So my stator and voltage regulator is good?
