I would try Yamaha first, but I doubt that they would give you one without having the frame on-hand to check the imprinted VIN.

I don't think thee's much point in it anyways as long as the VIN is still engraved in the head tube area.

anything vin related you cant buy from yamaha, if the vin has ben cut you might as well get another frame cus any modification to the vin plate is illegal

I don't think the guy needs to rush out and buy another frame. Besides, if he does, he'll then need to explain why the motor number doesn't match the frame. I think I'd rather take my chances with a missing VIN sticker (so long as the number is still intact on the frame). The VIN itself is really what matters. As long as the VIN matches the title and the engraved number is unmolested, he should be fine. I doubt they're going to nail him because the sticker itself is somehow defaced.

Daya,

Make an appointment with your DMV, explain the situation, and see what they have to say.

I don't think it would be hard to re-create the sticker in this day and age...decent printer, decent graphics skills.

Plenty of people sandblast and repaint frames...powder coat etc...\

when I rattle canned mine I masked the sticker off and painted around it.

What gets/worrys me is that the previous owner "cut out the VIN number"

he said the vin was cut thats why i said his best bet is to get another frame, dmv wont care what your engine numbers are on a older bike and if they question them just say the old engine blew up. i personally wouldnt bring a cut vin to dmv cus you might get arrested for possessing stolen property cus you dont know why they cut the vin.........

Dont worry about the sticker. As long as its still stamped in the neck and the title matches the stamp your ok. The sticker is there basically to show the vin, build year, tire pressure and size, etc. But the reason they stamp the frame is because half the time the sticker gets ripped off or painted over or something stupid.
