Missing at high RPMs

I have a 94 FZR 600 that I bought at the beginning of the summer. I started noticing the bike was missing after I left it out in the rain one night. I replaced the coil pack and spark plugs but its still missing badly in higher RPMs. One guy told me that it could possibly be the regulator as they are notorious for going out. Someone else told me it could also be the carbs but I did spray them off with carb cleaner. Does anyone have any other suggestions or a good way to troubleshoot the exact problem without wasting lots of money on the on the wrong problem.

Take the battery to the local NAPA or whatever for a load test (?). Breaking up at high revs normally = weak battery. Basically, the power-hungry TCI is sucking more juice than the alternator can put out.

It is possible that the VRR is starting to fail low. This is annoying, but far less so than it failing high, as it won't kill the other components of the harness.

Quick check - pull the headlight fuse and go for a quick low-gear blast. Does the situation improve? Does it still break up, and if so does it happen further up the tach?

The bike starts really easy and a put a voltmeter on the the battery. I'm getting a steady 12v when the bike is off and a strong charge when I rev the bike. One thing that I noticed yesterday when I rode it around was it seemed to get worst when I decclerated. I its hard to explain it, but i feels like I'm going over a series of bumps basically or a rocking sensation when I'm on flat pavement slowing down. Is this the VRR your talking about? Can you explain a little bit about it and what exactly it does please?
Another thing somebody suggested to me is that I may have water in the fuel. But I don't really think that's the problem. What do you think?

VRR = voltage regulator / rectifier, the thingy that turns the 30-60vac from the alternator into the 14-15vdc that the bike wants. If the VRR fails low, the bike doesn't charge the battery properly, and the ignition starves. If the VRR fails high, it fries expensive parts of the bike.

Surging on over-run sounds like carbs, not electricals. When was the last time the carbs had a proper clean and synch? (If the answer is a blank stare, a shrug, and "I dunno ...", then it's past due! :whistle )

Have you tried the experiment I suggested?
