my front wheel seams to be chopping my question is are the spring bad or should i add more oil and replace the seals bc i have noticed a lil bit of oil on my forks around the seals

By the time you really notice the handling getting crappy, a lot of the oil has already leaked out. Fix your seals! Failure to deal with that can lead to either fork oil on your brake rotors (!), or internally-seized forks. Neither is particularly conducive to health and long life...
