Can anyone explain to me what is the purpose of this tab inside the front master cylinder and how it is to be installed? I've never came across something like this before. Looks to be some kind of baffle to prvent fluid from sloshing around.

that is a splash guard to prevent fluid from squirting through the air and onto your lovely paint when you pull the lever without the cap on the reservoir (such as bleeding). The primary orifice (return orifice) allows some fluid to squirt back into the rez during the first few millimeters of the piston travel. If you pull the lever hard and quick, the squirt is enough to fly through the air.

It is pressure fit in there, and you can gently pop it out with a screwdriver.

How is it positioned? Is it parallel with the bottom or is it placed in one corner then wedged in on the other side thereby sitting on an angle. If so what side is the high side?

it's just wedged in there. You will find it easier to lift the higher side (logically). Purely a friction fit. From what i can see in your photo, the right side is higher-- just slide a screwdriver under that side and lift gently.
It is a flimsy piece of soft metal, and pliable like plastic, so it will take some flexing just fine.
All you need to do is make sure it is in there reasonably secure, so it wont be perfectly parallel with the bottom. It serves only purpose as a splash guard, so no need to get really fussy.

furthermore-- you can see how it seems to be "bowed" in your photo, but that is what causes the gentle friction fit. When you pry it out, it will flatten. Drain your fluid first, though, because it sometimes can "pop" out splashing fluid onto your paint.
If you don't have a vacuum pump, just use some paper towels.
Its a good idea to peek under this guard to ensurer that the little orifices aren't clogged with gunk.
