Bad Voltage Regulator?

For the past couple months, I've had a recurring problem. I would go to start my bike, and it wouldn't turn over... like the battery needed charging. Upon inspecting the battery, I would find that the water levels were low, so I would fill it back up and recharge it. The next day I would put the battery back in, and the bike would start fine.
A month would go by, and the same thing would happen again.
I decided to check the battery and VR using a volt meter. With the ignition off, the battery read 12.56V. After starting up the bike and using the choke to get the RPMs to 3k, the battery still only read 12.56V.
My guess is that the VR is shot... am I correct?
If so, I've checked around and found the cheapest price online is $74 including shipping. Is this a good price?
I also checked eBay. There's a used one from a 1996 YZF600 that would work, but I'm not sure if it'll just happen again since it is 12 years old.
BTW, my FZR600 is a 1995, so it has the newer VR with heatsink.
