Valves/hoses behind header

What is this, and do I (really) need them? They are making my oil filter change a pain in the arse.
I bet that is the exhaust gas recycling shite that has to be added by Yamaha to enable sales in California.
I cannot state further as we do not have that regulation.
If so and the unit is removed I believe no tuning is required but blocking off the outlets is needed and it must be noted that the outlets do reach the same temp. as the exhaust headers.
