Getting the FZR 600 Ready!

Hey guys, so its about riding time up here in minnesota. Pulling a old yamaha out of storage and going to try and get it road ready! This is my first bike and I'm a newb on fixing and getting around this bike so any help is greatly appreciated! I have worked on cars but not a bike, this will be the first bike I've worked on.
The problems:
Rhode it last season, ending of the season it had some problems.
Its burning oil, a decent amount of oil. The oil light usually came on about every 2 days and i would have to add a little more oil.
There is a bog up until about 3000-3500 rpms, like it had to power and than once out of 3500 it would start to accelerate better like it was gaining power.
Also it does not start when its slightly cold, its actually stranded me in places because the degrees dropped 5-10 and the bike did not like it.
I will be cleaning the carbs in the next day or two and get it running and than addressing the problems I posted above, just wanted some advice from the experts here before I started getting hands deep into it.
Now for the bike specs: Its a 1993 Yamaha fzr 600, the speedo is not hooked up but has about 24xxx miles on it. Im located in Minnesota as well if any one knows anybody up here to help me get parts from or to simply bring the bike to if it gets to hard and time consuming for me to continue to fix.
