Compression test

Hi all ,
I've been having trouble getting my bike started. After a while of cranking it will eventually start. I did a check on valve clearence because I don't know the mileage on my bike. I have less than 0" on intake and under the spec on exhaust. All in all the valves are extremely tight. Did a compression check. From cyl.1 I have 28,40,27,42 psi. That's way low. The bike doesn't smoke so I know the rings are not bad. Bike doesn't make any serious noises. So my ? Is valve adjustment? What exactly should they be? I'm thinking .003-.005 intake and .005-.008 exhaust. Any thoughts? I ordered a hot cams shim kit
