Float bowl screws are notorious for this; or rather some past owners are.

They are NOT Philips screw X heads but rather a system called JIS.
The Philips fits but not extremely well.

If you grind the very tip of a Philips down 2mm , then it fits much better/ enough to get you out of this anyway.
A dab of valve grinding paste on the tip helps the screwdriver to bite also.
Use a manual impact driver very carefully.

Totally goosed heads require a slot cutting with a dremel or the heads drilled off totally if inaccessible.

Most replace the full set with stainless cap screws.

Be EXTREMELY careful when using steel cap screws / Allen screws. There is a reason the bowl screws are so soft, and that is so they act as 'fuses'; if too much torque is applied to the screw head, it strips out, leaving the fragile (and expensive) carb threads intact. Over-torque a steel Allen screw, and you'll be holding the torn-out threads from your carb body and wondering what to do next. banghead

If you strip the float bowl threads by overtightening the cap screws you will already have sheared off the brass nuts that retain the jet blocks and also made total shite of the brass jets and the carbs will be now virtually scrap anyhow.

The reason the screw heads in the bowls get made a mess of to start with is because few use the correct screwdriver. banghead

That's rather my point ...
