mixture screw doing nothing?

Bike sat for a good bit. So i decided to adjust the carbs(mixture and sync) because it was running pretty rough. Did 1-3 just fine...goto 4 and no matter what direction i turn the screw it did nothing. temps around 150(so lean right??). My guess is carb rebuild should be my next step correct.

I wasn't sure if there is a correct order but my original plan was to get the mixture right then sync. But i chose not to sync any of them with the "dead" cylinder. Do you think i should sync and try again or rebuild carb and go from there??

150 would be rich. A lean condition causes it to run hotter. However I suspect there may be other issues at play. I would pull the carbs and give them a thorough cleaning, check the float heights and reassemble.
