92 V&H FZR 600 Sitting for 8 years

Tomorrow I'm going to look at a 1992 FZR600, it's #252 if the Vance Replica series. I realize the Vance and Hines Model upgrades are fairly minimal, however I came across this one sitting inside an air conditioned garage, and couldn't pass it up. The Problem is that it has been sitting for almost 8 years, It appears to be really clean with little to no dry rot, and less than 3,600 miles. The owner of the bie just got busy and stopped riding it

I realize it's going to need some work and I'm ok with that, because I seem to do ok with a set of wrenches, but have no problem paying to have something done correctly.

Any tips on getting it started?

My Plans Thus Far:
Drain/change fluids and filters
check plugs
clean carbs/rebuild kit

How much oil should I squirt into the top of the cylinder before attempting to start?

From what I've read all over the internet and on this website people recommend putting about a teaspoon of oil in the cylinders and pushing the bike to get the cylinders moving and the oil distributed.
