1) The speedo cable doesn't have any guides right?
2) My 'PASS' button doesn't seem to work - other lights are fine. Does it need the engine running?

On my 1989 3HE ,early model with side cheeks on nosecone rather than duct trims, the front mudguard has a hole drilled for the cable guide but a factory blanking plug is fitted.
I believe the 400 and 600 mudguards to be identical.(38 mm forks).
I fitted a 400 guide to prevent the cable scuffing the mudguard.

The pass button works with ignition on-the engine does not need to be running.

I have the blanking plug too. To be honest the cable naturally sits well away from the mudguard but the 400 guide might be an idea to tidy it up and maybe keep mr mot happy?
I'll get my multimeter out to suss the pass light then...
