Just purchased 93 FZR 600

Just took it home yesterday. The dealer near me had an FZR that was in for a carb tuning and was knocked over. Instead of sorcing out a replacement side fairing (damage is actually not that bad) they purchased the bike off the owner. Otherwise it has been well taken care of. No major rust, Nicely tuned carbs, Vance & Hines exhaust and jet kit to suit, about 14500 miles.
Voltage regulator is on its way out, overcharged the battery a bit today and the headlights do the switching from dim to normal every couple minutes. I'm bringing it back to the dealer to have them address the vr.
Front brakes are the issue I may have to fix myself. The brakes pulsate. They don't exactly feel like warped rotors, but will bite, slip, bite, slip as you slow down, especially when going below 15mph. I cleaned them up good with some brake cleaner, tried lubing the bobbins a bit (no excess on rotors) but still same issue. Should I just look to finding new rotors?
