1993 FZR 600 Wont run.

1993 FZR 600 Wont run.
I bought a 1993 fzr 600. the bike was listed with 12,860 (a friend of mine swears that it i'snt correct) The previous owner told me that he put in new plugs and got the carbs cleaned and when he drove it home it would turn over but wont completely start. I paid 800 for it but it was well worth it. All the electrical stuff work and has extended swingarm and paint is mint but not perfect. Anyway, i just got the bike home. A friend of mine who has been working on bikes for years was suppose to fix it, but he had it for two months. Being mechanically inclinced I picked the bike up and i am starting to do the work myself.
The guy who was suppose to fix i had siliconed the air box. He had it running for two days. He said it was hard to start and that he had it rigged to where the air box was sitting higher than the gas tank. This was the only way he got the bike to run. But when he saw that the gas tank plastic did not fit he had to push the air box back down. Which had me baffled.
Today in my shop with the bike assembled together i tried to start it. It would turn over and fire and run for half a second and then shut off. It also was backfiring. So i took the seat off and the plastic to check the air box. Then I noticed the crap the guy tried to piece together. Long story short he tried to use a heat gun to fit the boots in the air box back on the carbs but ended up melting them. Then he tried to flip them upside down and seal them with silcone which made the airbox fit higher. this is how he got it to run.
My main question is should the bike be able to start and run without the air box on. Because the guy told me that the carbs were clean and gas was getting to the cylinders, but I was wondering could a jet be clogged or something because I have seen videos of the fzr running with no air box. If it is suppose too run without the air box, I was going to take the carbs off and clean them, then worry about the air box. Please help
