I'm thinking it was for the stock rear hugger/chain guard. I have an airtech hugger and doesn't use this tab. I'm thinking of cutting it off. It would make it easier to get the wheel on and off. The outer tab is used for the new hugger but the inner one, where my finger is, doesn't connect to anything.

You are correct it holds the chain guard. Both tabs do.

Yup, chain guard. I folded mine over. Probably a better idea to cut it off. I don't use a chain guard.
