Re: brake light error
On the bottom of the rear assembly there is a spring connected to a post in the manifold. You need to make sure the spring is there and may have to do some adjustment ie bending the spring. The one end is connected to the rear brake pedal.

Re: brake light error
The spring connecting the rear brake pedal to the brake light trigger could be suspect, but since your front is doing the same thing, it is probably OK. Doesn't hurt to check and it is in plain sight anyway.
Another simple thing to check is the bulbs themselves.
The bulbs have two filaments, one for running lights and one for braking. The running light filament could be good while the second brake filament could be toast so they could be on, but do not get brighter under braking. Food for thought. Also, check your connections under seat to make sure they are secure. A good starting place if you haven't already checked.
**Edit
This is assuming the 98 tail lights are the same as earlier versions. I have a '92 that this would apply to.

Re: brake light error
I believe the front is triggered via a contact plate. There is a spring in the assembly, but it only serves to push the brake lever back out after braking. As I recall, there is a knob on the lever that presses into a small plate that switches the brake light on when depressed. How are the filaments looking?
