RMP Hangs

I have a 1998 Yamaha FZR600R with 30K miles. banghead

The bike has been running fine until 30K. The engine would stall when I come to a stop. Turn up the idle (not the idle mixture screws) does not help. But sometime the opposite happen when the engine is warm. The bike is hard to start too.

On the road: When I roll off the throttle to up shift the rpm does not drop. I do not blib the throttle to down shift either because the rpm does not drop when the throttle is rolled off. The rpm remains at what ever rpm the moment the throttle is rolled off.

When I come to a stop the engine will either climbs to about 4-5K rpm or remains at what ever rpm the moment the throttle is rolled off. The only way I can get it to idle "normally" (some times) is by braking the bike until it is down to about 2k rpm before disengage the clutch.

RMP does not drop = it stays high and does not drop at all. This is not the same as the idle mixture blib the throttle thing. Infact the bike backfires (too rich?) when down shift from highway speed.

Things I have done so far:
The valve clearance was adjusted.
Replaced the gas filter.
Replaced the spark plugs (CR8E).
K&N air filter.
Checked cables.
Idle mixture screws - 3 1/2 (may be 4) turns out.
Intake (rubber) boots were inspected and silicone applied to be sure.
Carbs were Partially cleaned - Just the bowls were removed. There were a lot of rust settlement (from gas) in the bowls but no gum formation. Jets were blew with canned air. There were no obstructions from what I COULD see.

Note: After the valve adjustments, the rmp still hangs (and stays there) but lower now (3k) when I roll off the throttle. The idle has improved but still needs work.

clogged jets if the bowls were that bad then the entire carb needs cleaned imo I believe a lean condition will make rpm's hang

see below from factory pro.

# NOTE: A lean problem gets better as the engine heats up.

* If the throttle is lightly "blipped" at idle, and the rpm "hangs up" before dropping to the set idle speed, and there are no intake leaks and the idle speed is set at less than 1000 rpm, the mixture screws are probably too lean: try 1/2 turn out, to richen mixture. Be sure there are no intake leaks and the idle speed is set at less than 1000 rpm!

I think its lean that makes it hang and float down

whereas rich hangs a second then drops below where it should and bogs then picks back up

Idle problems could mean the carbs are out of sync too. Do you know the last time those were done?
