400 exhaust valves - Carbon build-up or ???

Hey fellas,
I posted this up over on the Archives. Thought I'd get y'all's opinion also:
So I'm trying to get the valves and pistons all cleaned up and all seems to be going fairly well. However, one issue that I'm having is that the exhaust valves appear to have what looks like carbon build up on them but I don't think that's what it is. It's REALLY on there good. The intakes cleaned up with no problem so I don't think it's the same thing. Does anyone know if this may be some kind of coating that just happens to be coming off?
