My google-fu must be weak, as I can't find a definitive answer...

What cam options are there for a 400 3EN2?
I believe there are some FZR600 cams that can fit.

This is an out-and-out racebike, so I'm looking for decent power, and don't mind losing out at the bottom end, but I'm not keen on spending a fortune on dedicated race-cams just yet, so if I can get a small boost by swapping bits around, then fab

As far as I know, all FZR400 and FZR600, as well as YZF600 camshafts will interchange. As for the cam profiles, I have no clue as to which one would have the best.

I haven't done it yet, but I'd heard that getting a set of adjustdable cam gears and adjusting the cam timing as much as 5 degrees will add a substantial amount off power without breaking the bank. You can find a set of Falicon adjustable cam sprockets here.

Thanks for the headsup on the sprockets.. I've spokent to Kent Cams, who can do a race-profile for the FZR, which is nice

I forget the specs, but FZR600 cams have a more aggressive profile than the 400 or YZF600. you can also run an intake cam on the exhaust side for a bit more duration.
