Unable to turn valves?

I was looking at getting a valve job done and was told that you can't turn the valves on these as they have a hardened surface on the face. Is this true? So, if the valves leak you're just SOL?

Check the manual. There's a procedure to determine what if any seat cutting is needed. Once that's done, you lap the valves into the seats.
