What do you mean "lock up" locks up wheel, locks up lever/master, locks up slaves?

How does the wheel spin by hand when the front is raised off the ground, any resistance at all, is there pulsing sound / feel from warped disk / disks, if so, which one?
Can you see the Pistons, is one further out than the others? Which disc is getting hot, both?
New pads?

Have you fitted a replacement lever recently ?
Check the lever has clearance at the master cylinder piston.
There may be a small piece of debris obstructing the relief/return port in the master cylinder which is visible by removing the cap on the integral reservoir type master cylinder.
With the remote reservoir type it is not so easily seen..

It might just be dirty brake callipers. The older 2 pot callipers can get gummed up initially you can clean them with a hose and cold water, it will get any road salt from winter out.
What's really happening is the outside of the pistons are dirty so they're not returning after you use them, that means the pads drag on the disc. The disc heats up, increasing the friction so it gets even hotter and the whole thing locks up. once you've used the cold water take the calipers off, get the pads out and clean it all with brake cleaner and a cheap toothbush
