Oil pump

I have an oil pump issue with a FZR400 motor I am assembling. The oil pump spins freely when I hold it in my hand. When I mount it in the case it gets very hard to turn when the mounting bolts are tightened. What am I doing wrong? The pump is in very good shape and is in specification regarding clearance. The water pump is not installed.

The drive shaft has a flat end which goes into the water pump (???) shaft. Your not engaging this so when you torque the bolts up it won't turn.
You might be able to turn the pump and feel it engage or drop the sump off the engine so you can see it. It might be better to drop the sump anyway and clean it out, because the drain bolt is on the side of the casing so you can't drain the dreggs in the bottom of the sump. Pour some oil into the pump to prime it before fitting
