It depends on the bore of the m/c. If this set has the same bore as the R6 m/c, you get the improved braking. If it has the same bore as the FZR piece, the improvement is purely cosmetic. If it has the bore of a single disk single piston scooter brake, your brakes will be rubbish.

Would it be safe to purchase a set that's made for the the R6 assuming it's the same bore size as OEM?
What's the bore size of the stock FZR400 MC? It looks like the R6 is 16mm

Personally I would not buy a MC from ebay that's new manufacture that is not Brembo or some other top of the line brake system. I'm not sure if I said that correctly but basically I would not buy that ebay unit.
The best thing for you to do is to buy and entire system from an R6 or YZF600 or an R1.
Have you considered trying to bend your current lever? It can be done (somebody pipe in if I'm incorrect) safely if you only bend it a little and in one motion. Don't bend it, bend it back, bend it again etc. Do it in one smooth motion.

It's the entire perch, lever, master cylinder replacement. Seems like a better deal and easier than hunting for individual used parts? Or is the OEM R6 cylinder the best?
You would have to buy the whole assy. if still available, to get a damaged part.
Stick with a known manufacturer.

Don't fit those.
Some things from China are ok, but they're seldom great. They can make things look good but the quality is usually lower than a know make, these will probably work, but its unlikely to work well or for any length of time
Measure the distance between the caliper mounting bolts, if they're 100mm then you can fit R6 calipers and of course the master as well.
If you fit an aftermarket master you want something like a 19x18 ratio
It all seems a bit of a hassle for a couple of levers though. Mine are a standard and a brembo they don't match and are different colours
