I am new to the site and new to motorbikes,
I have just brought a FZR250 1990 3LN import and the guy I brought it off said that the carbs need cleaning as when you try to ride it it stalles. I put carby cleaner down it cleand the tank replaced the fuel filter and lines cleaned the tap and everything.
When its idleing it runs good and can be reved to the full rev count with no problems.
I tryed to ride it and it goes into first but when I rev it, it stalles and I have some trouble starting it again for abount 10 secs then she starts up good again.
I have noticed the EXUP valve cables are removed and the servo turns when the ign is turned on, but the valve is wired closed but when I turned it to the open position I guess it was open it wont start.
Any help or ideas would be great.

Yeah, replace the cables!
Seriously, these little things will barely get out of their own way when the EXUP is locked open and you're below 9k; wired shut, the revs stop at 10k like you slammed into a brick wall.
Also, when you need a carb cleaning to the point that it doesn't run properly, pouring a can of carb cleaner into the tank doesn't cut it - you need to pull the tank, pull the airbox, pull the carbs. Start cleaning!
You might want to go over and say hi at http://www.fzr250.com - it's a little more specialised, you don't have people talking about YZFs, FZR1000, and other clumsy, oversized beasts...

How do I know that he was right to say that the carbs need cleaning and it is just the exup system being closed is the problem with the running, there is no hesitation when I rev the engine in neutral, and starts and idles good. By the way there is no fuel pump would this also cause the problem?

If the bike has stood for any length of time ( 1 month+) prior to you buying it I would suggest replacing all the Bikes Fluids ( oil,fuel, coolant,brake, fork oil) just so you have a base line to work with for your own peace of mind that the oil or brake fluid is not the original from the Yamaha factory! write down what brand you use and how much in a note book as a reference for service periods.
As suggested by Don waving carb cleaner at the bike just does not cut it, we have a WIKI and extensive archives of just about any work the FZR ever needs, get reading and the work & the ride is easy, faff about with an FZR and it is a PITA of a bike
