YZF600 forks assembly - which way?

This is from the bottom of a 2002 YZF600 (not R6) fork. Which way to these parts go together? Any help appreciated.
The parts:
This way (#1)
or this way (#2)

Not real sure what the tube is to, the the bearing raceway is simple. The tappered part points out of the steering neck (down).

I've use the Yamaha online parts fiche but the drawing is not detalied enough. I've seen that YZF600 fork seal replacement site before but still don't see exactly what I am looking for. I even brought the parts to a Yamaha dealer and they did not know.
That being said, I did go with #2 and have not experienced any unusual effects that I can tell. I'm going to be taking my forks apart again this weekend so I thought I would refresh this question which I first posed last year on a few sites. So I guess I'll stick with #2. Thanks everybody.
