You should be able to do it with a radial blur.

What you wanna do is in photoshop select the gradient tool. Then you choose the fourth option for gradient which kind of looks like a cylinder. Then you press q to go into quick mask mode and click and hold where you want the focus point and drag away. Then press q and go to filer>lens blur. Make sure invert is selected and then it should give you a good preview of what it will look like after the blur is applied.
