FS: 1989 FZR600 Parts bike/ Project

For sale is a 1989 Yamaha FZR 600 with 47000 on the odometer. I have the bill of sale/ DMV papers signed by the registered owner, but no pink slip (I didn't transfer the title yet because the bike wasn't running). I checked with the DMV and the person who signed the papers was indeed the registered owner, I also have the registration from 2007 (when it was last registered) showing him as the owner. Because it was last registered in 07, there are back fees on the bike.
I bought the bike a couple months ago with the intention of fixing it up. The previous owner had not started/ ridden the bike in a couple years but said that it would be ready to start with a fluid flush and change. That wasn't the case, and I have run out of time trying to get it to start. At this point, the only problems (I think) are that the spark plugs aren't sparking, and I'm assuming that all it needs is a new CDI box to get the bike running, and that the wiring harness may have to be checked because sometimes the headlights light up and other times it doesnt. I'm no bike mechanic so don't take my word for it. When you turn the key and push the starter button, you hear the starter motor turn and you can hear/ feel the exhaust pulsate (I think that's just air from the cylinders cranking). When I pulled a plug to test for spark, there was no spark.
What I've done to the bike:
-Newly rebuilt carbs (I have the old really gummed up carbs as well)
-Changed the gas tank
-Changed the fuel pump (the original pump wasn't working)
-Changed the oil
-Changed the Brake Fluid/ did the primary brake bleeding
-Replaced the ignition coils
-Replaced the front master cylinder with one from an 80s ninja 600, because I randomly had one lying around (I have the original master cylinder, but the screws were stripped and didn't want to deal with removing them)
The bike, aside from being dirty, seems to be in decent shape. There is surface rust on parts of the bike, but nothing that damaged structural integrity. The fairings are all in pretty good shape (there are some scratches, and I think one crack) with pretty good orange and white paint.
Ideally I would like to recoup some of my losses and get $700 for the bike, considering I bought it for 800 and spent a couple hundred on top of that. But I can let it go for $600.
