Is this common????

I just recently got a 1994 Fzr 600. It seems to be pretty choppy at low rpms. Smooth as butter up in the revs more but choppy down low and generally only in the lower gears. Like putting in second and first is choppy if im down low rpm. Is this normal or common? Any way to fix it or help?
