Leaky float needle seats or?

Ok so I pulled my carbs today because it was showing signs of running rich, going to replace tubes and things. Before I pulled carbs I checked fuel level while running and all four carbs showing about 15mm above the line (about 4mm too high)
So pulled them off and looked down intake ports and every intake valve (that was shut) had about a teaspoon of petrol sitting on top!
Im thinking all my float needle rubber seats are leaking? or could it be my fuel level is too high? The rubber needles look good but they must be leaking? Bike has been sitting about 3 weeks since last ridden. And come too think of it, last time I started it it wouldn't start well, like it was flooded.
Where is a good cheapest source for new mikuni needle valves?
