At what rpm should the servo start to move?

cant start mine yet to confirm as the headers are on the bench but from memory its around 3000 (ish)
If its not broken it dont need fixing

Mine starts to move at 1500rpm and that's bang on cos its a digital rpm gauge. Suppose theres not much I can do about this?
Wonder why.

According to the repair manual troubleshooting section, at 2000 rpm the EXUP should have started moving and if I recall correctly, at little under 6000 rpm it should be wide open already.
1990 FZR 1000, 1993 engine, terrible state... but improving.
