1994 Speedo issues-Help!

So this is my first post, but I thank you guys for helpful threads in the past!
1994 FZR 1000, 30k on clock, stock except for Vance and Hines pipe.
My current issue is this: speedo just fell to zero while riding one night. Figured I broke the cable, no biggie. Didn't appear damaged, but replaced it with a new one I had laying around just to be safe. Didn't fix it.
Figured it must be the clutch meter tabs in the hub broken at this point, so I replaced the clutch meter and retaining ring in hub (they were pushed backwards towards hub a bit, but not broken). Still nothing.
If you spin the cable with a drill the needle jumps right up. Hook cable to drive unit and spin drive by hand, needle moves, so I have to conclude the drive unit and speedo itself are working.
Here is where it gets odd- if I take the wheel/parts out of the bike, assemble the thing on the bench and spin the wheel, the cable spins. Put it back on bike (wheel in forks), nada.
I have been banging my head against this wall for three days now and cannot figure it out. Only thing not replaced was the drive unit on hub as it works when on bench and when spun by hand on bike (but disconnected from hub and just hanging).
Any help is greatly appreciated!

is the new cable inner wire long enough to reach the drive in the speedo when its all assembled on the bike....maybe the cable was labbelled up wrong
If its not broken it dont need fixing

Well, if the drive gear unit is just hanging at the end of the cable and you spin it by hand, the needle moves, so I have to assume it is long enough yes
