I think a bad battery or charging system will show up as the symptoms you mention. Click on "WIKI" as the top of this page and look for "VR Trouble Shooting".

The year does not matter, they are all the same. The only differnce in the engines from a PowerPak perspective is that it's either a CA (emissions) or 49 state model, thus V&H made two models of PowerPak for the FZR.

I don't know if there is a VIN series or anything like that, but there should be a crest on the top of the gas tank stating that it is a V&H edition and that crest should also have a unique (3 digit?) number.

Aftermarket fiberglass is the way to go. I went with Sharkskinz. May be the most expensive fiberglass but it is worth it. You may be able to find stock fairings on ebay, but not in the color you want and probably in rough shape = a lot of prep to get looking right. Do a search to get the color codes...

It also could be that somebody tightened the cover's bolts too tight and squished the gasket. The cover bolts don't need to be very tight.

It actually sounds like it could be the battery. A battery can have 12v but also have a bad cell in the battery so it won't produce enough current under load, like when you hit the starter button. Try jumping the bike off of a car battery, just don't have the car running when you do it, just jump it...

I don't see anything in the factory manual that says you have to re-torque after running the engine. It does say to torque in two stages, whatever that means. Sorry, I'm not an engine builder. I have read that it depends on the cylinder head gasket.

Just the boot is damaged or the wire itself? Can you cut the wire, open the crimp on the connection, and re-connect to good solid wire?

Wouldn't it be cheaper to have the previous owner get a replacement title and transfer that to you? Depending on where you live the bill of sale may be all you need to take to your Motor Vehicles department and get a title. Does the motor spin? Did you do a leakdown test? I'd start there before spen...
