what would cause that a bare wire that is making contact? sorry full of questions.

Ok so I think my fuel pump is out, I turn my bike on and there is no buzzing like normal. If I hit the starter button it wants to turn over but it doesnt seem like it is getting fuel. Does a 93 fzr 600 gas cap fit a 91 fzr 600?

of my 91 600 it has a big crack right in the center of it, but its not leaking any oil and runs fine, is this ok or should it be containing oil behind that cover and its just leaked it all out and i am further harming my engine like a noob. Little help guys.
