FZR600 4JH Miss fire

Hi everyone just picked a 95 4jh as a winter project, fitted new tank, fuel pump and carbs. She has fired up but although we have sparks number one is still cold and number 4 is only warm. HELP

I have fitted new plugs as a precaution so am at a loss,
