So what's the diameter for the inner nut? Is it 27mm? Naw...Don't think it was anywhere near as big... Studding was about 12mm so nuts would have been 19 or 22 OD and I shaved them down a bit. Bushes such as this are very easily worked with 180 abrasive paper on a flat surface.
Support the inner with an appropriate sized drill shank to prevent crushing.
A used bush is particularly fragile due to heat exposure...when new they are much more ductile.

Wire a low wattage test lamp in parallel with the pump above the pump connector block. This will indicate if the relay is operating correctly or if the pump is failing intermittingly. Operate the choke and feel if, when closed, they can be manually closed further.
I would also use new plugs for diagnosis...the ones in your pic look done for. They have been fouled/cleaned numerous times despite the electrode being relatively unworn.

Also check the choke plungers are returning fully.
That doesn't look like oil deposits
Fzr engines do use oil ..but not to the extent of oil fouling plugs. Mineral oil tends to burn less than semi.

More likely to be over rich mixture Chris...fuel levels firstly then emulsion tubes for ovality . These aren't usually oil burners and if enough to foul a plug it is caked on baked deposits that are easily recognised. The plug would need to be very oily not to spark...black and dry is excess fuel......

The fuel level sensor in the tank on the later models gets to 2 or 3 times higher temp than crankcases ever do when at reserve level ! The headers are the hot bits.... Try old British iron that you have to tickle and flood to start if you wish to see fuel steaming off hot aircooled barrels......and ...
