based on the legality question if you can buy pirelli, michellin, continental, etc. in the US which are all european manufactured tires (probably minted in china by now) then likely most tires sold in europe are road legal in the US.

Aircraft paint stripper will etch aluminum, try straight up Laquer thinner. soak a cloth in it and leave the wettest side down on the paint and it should start loosening the paint off. Don't smoke and keep the doors open, laquer thinner is also known as gun wash in body shops and that is what is use...

front one drops in from the top the rear one that the tensioner pushes against bolts in from near the bottom of the cylinder barrels. So there may be a level of serious commitment to get them both replaced.

Fuel filter, rust flakes in the fuel tank blocking strainer inside tank, fuel pump not putting out, poor connection through fuel relay causing low power output to fuel pump.

Bad wire connection on the sensor in the front of the rad for the temp gauge as a possibility, wire on my 89' is a bullet connector and i had to squeeze it closed with some pliers so that it wasn't so loose. Carbs could just need a serious cleaning and set-up, check for threads on Emulsion tubes and...

No that does not seem normal, when you turn on the power to the bike does the fuel pump run a timed cycle? you hear it pump for about 5 seconds when you turn on the key and flip on run switch.

alright well I will add the spring on the Exup valve and the clutch or whatever noise it is is actually at relatively low rpm's like trying to not spin the tire while on sand and gravel which is my drive way.

Clutch was all OEM Yamaha parts because the original had come apart and broke friction disc's etc. It is all 100% new except for the star plate and springs, now if I down shift at too high of revs it does not slip it'll just drag the back tire. so the exup valve has some end play and there is no stop that I can see, it slides in and out at least a couple mm. Also just resealed the valve cover from checking for loose cam chain and nope its not loose but I found the source of my oil leak from the half circle plugs, i forgot to silicone them ...
