Its more than likely that somewhere in all the tubes you cant see there will be some petrol thats gone solid and is blocking something up. If I was in your shoes I would take the carbs off in one big lump. Take the diaphragms out. Then give the rest to someone with an ultrasonic carb cleaning bath....
