I havent synced the carbs. Is that the same as balancing?

i brought a 1992 fzr 600 in bits 1 complete engine and another in bits. rebuilt 1 engine using parts from both engines. had it running with the petrol tank off using a jerry can with the fuel pipe poked in side sounded fine but now after putting the tank on has developed a missfire and spits flames ...
